• Al-Sudairi: 28 opportunities with the Human Resources Fund to support the option of starting employment by training

    Human Resources Development Fund (HADAF) confirmed that it has a large number of initiatives in supporting the job resettlement option that will be implemented in cooperation with the private sector, as it will not take a step in this regard without the vision of businessmen.

    It pointed out that the scope of support directed to enterprises in return for achieving high percentages in employment will not be limited to financial support only, but will include additional forms of support.

    The Director General of the Human Resources Development Fund (HADAF), Dr. Mohammed bin Ahmed Al-Sudairy, said that human development is a matter of the homeland, as all of the people in this country shared this vision.

    The Fund cannot do anything in isolation from the business sector. In fact, it was created for them, "because we have one demand in common that is the recruitment of sons and daughters of the homeland, and always seek to strengthen the relationship with the private sector."

     

    This came during a workshop that was held on Thursday, 2 August 2018, as the Chairman of Asharqia Chamber, Abdulhakeem bin Hamad Al-Ammar Al-Khalidi, opened the workshop with a welcoming speech in the presence of a number of members of the Board of Directors, the Secretariat and the business sector.

    He described the role that played by the Fund, both in terms of preparing the Saudi youth to carry out their duties in the development process, or in terms of encouraging and assisting the private sector to recruit national cadres and to benefit from their services and potential.

    This undoubtedly contributes to overcoming problems of job placement (Saudization) and developing the skills of young men and women to enter the labor market efficiently.

    "Human capital is the mainstay of economic and social development," Al-Khalidi said. As the importance of the elements of production increases and productivity increases as well because they are transferred by qualified human elements and capable of creating interaction, integration and organization among all the productive elements.

    Hence, the successive development plans and the vision of the Kingdom of 2030 gave great attention to the human element and the national labor force.

    It sought to stimulate and develop it, refined skills and raise efficiency in various fields to bear the responsibility. The Fund for Human Resources Development that is present between us today is only a realistic proof of the degree to which our good governments are paying attention to the human element and to the national workforce.

     

    Moreover, Al-Sudairy said that the Fund has more than 28 initiatives to support the option of starting employment by training.

    He added, "We seek to avoid all the negatives that have occurred in the support programs, which will not be limited to financial support for those who are committed to employment, but also we will provide the Fund with non-material supports such as more training and qualification services, and consultations."

    He stressed that the growth of Saudization of private sector institutions will require more support. If an institution commits itself to recruitment and increases its proportion, the Fund looks at and supports this financial and not-financial ways, and any increase in the percentage of employment requires an increase in supporting ratios even in the mandatory areas.

    He added that one of the new steps that the Fund is seeking to implement in cooperation with the private sector is targeted support, by specialization, region, and sector. For example, jobs in the construction sector are different from the industry sector, and financial jobs differ from technical jobs, and jobs in the Eastern region are different in other regions such as Riyadh and Jeddah.

     He stressed, "We seek to include those sectors of support, after seeing the views of the sector itself."

     

    He pointed out that there are 13 files in the labor market, which is currently focused on the Fund in cooperation with the private sector.

    The most prominent of these files is the instability of some Saudis in their work, the employment of people with disabilities, the existence of unemployment in some sectors such as accountants and engineers, and supporting professional occupations, and resettlement in the leadership professions.

    Al-Sudairy said that the fund does not compete with the private sector that is specialized in training, but it supports any specialized training center and intersects with its interests.

     It fact, it supports any center that qualifies the Saudi youth for employment, especially if the center provides services for specialized professions such as oil or logistics work.

     

    Al-Sudairy praised several successful steps that have been taken by several establishments as they have settled a number of occupations.

    This confirms that the resettlement system is integrated, as if this system is found, there will be a turnout by Saudi youth.

    He said that the Fund has a program to help support social insurance for the Saudi employee, "we will continue on them, but certain percentages can increase."​
